Frank Lavin is the CEO and founder of Export Now, which runs e-commerce stores in China for foreign companies.  


In Government, Lavin served as Under Secretary for International Trade at the U.S. Department of Commerce 2005-2007.  In that capacity, Lavin served as lead trade negotiator for both China and India and was the senior policy official in the Department responsible for commercial policy, export promotion, and trade negotiations across the globe.  Lavin was U.S. Ambassador to the Republic of Singapore from 2001-05, where his duties included helping negotiate the U.S.-Singapore Free Trade Agreement.


In the private sector, Lavin served in senior finance and management positions in Hong Kong and Singapore with Bank of America, and Citibank.


Previously, Lavin served in the George H.W. Bush and Reagan Administrations, working in the Department of Commerce, Department of State, National Security Council, and White House.  Lavin served as Director of the Office of Political Affairs in the White House 1987-89.


Lavin earned a B.S. from the School of Foreign Service at Georgetown University; an M.S. in Chinese Language and History from Georgetown University; an M.A. in International Relations and International Economics from the School of Advanced International Studies at the Johns Hopkins University; and an M.B.A. in Finance at the Wharton School at the University of Pennsylvania.



He has been published in The New York Times, The Washington Post, The Wall Street Journal, Foreign Affairs, Foreign Policy, and other periodicals.

Lavin serves on the Board of Directors of Globe Specialty Metals, the world’s largest producer of silicon metal alloys, Consistel, the largest telecommunications firm for in-building services in Southeast Asia, and UOB Bank a Singapore-based regional bank.  He also served as Chairman of the Steering Committee of the Shanghai 2010 World Expo USA Pavilion.

Vijay Talwar was named Blue Nile President and General Manager of International in April 2012. He joined Blue Nile in 2010 and has also served as Chief Executive Officer and Chief Financial Officer.


From 2008 to 2010, Mr. Talwar was the Chief Executive Officer of the William J. Clinton Foundation India, a global 501c(3) nongovernmental organization established to provide healthcare and sustainability programs across India and South Asia.

From 2002 to 2008, Mr. Talwar worked at Nike, Inc., the world's leading designer, marketer and distributor of authentic athletic footwear, apparel, equipment and accessories. At Nike, Mr. Talwar served as the Chief Operating Officer for the Central Europe, Middle East and Africa Region. Prior to that role, he was Senior Director of Strategy and Finance at Nike's Global Apparel division, and before that, Manager of the Global Strategic Planning group at Nike.


Prior to Nike, Mr. Talwar was a Consultant at Bain & Company, a management consulting firm. He was also a Special Projects Manager and Senior Internal Auditor at the Kellogg Company, a leading producer of cereal and convenience foods, and a Senior Tax Consultant and Audit Assistant at Deloitte & Touche, an accounting firm.


Mr. Talwar holds an M.B.A from the University of Chicago, an M.A. from Miami University, and a B.A in Accounting from the University of Findlay.


Mr. Talwar serves as the Board President at SPLASH, a non-profit organization focused on bringing clean drinking water to kids in Asia and Africa. Mr. Talwar also serves on the Board of EDI, an organization providing managerial training for Hispanic and Asian Executives in the Pacific Northwest. He lives in Seattle with his wife and two children.
